Are JW members of the IBEW aware of the CW/CE program that is growing nationwide faster than Kudzu on a Georgia highway?

The CW/CE, conceived around the year 2005, is a second tier work force in IBEW Locals working under District Agreements with substantially reduced pay scales that provide an abundant supply of cheap replaceable labor to contractors.

It is the McDonaldization of the work force.

They do not work under Agreements negotiated by the Local Union.

Collective bargaining at the Local Union level has been reduced to little more than a perfunctory ceremony

The CW/CE program creates a seven year path for an entry level worker to progress to Construction Electrician (CE), but the worker does not have to stay on that path.

The CW/CE can stay at any level they choose.

That’s right! They can stay at any level along the way and remain there for the rest of their career. There is no requirement to progress to a full scale journeyman. So, if a worker chooses to accept a certain pay level, even though his skills may improve, his rate will remain the same.

Higher paid workers are then forced to compete with the lower wage worker who is willing to do the same work for less.

The equality and solidarity vital for the nurture of collective bargaining is being replaced by an unhealthy self-defeating competition among union workers as they pit us one against another like crabs in a barrel.

The continued future and sustainability of the JW is grim, not to mention collective bargaining itself

it is insidious how they have created our competition right inside of our Local Unions.

They have also infiltrated the JATC’s, basically hijacking the institutions built and operated by the JW’s for the JW

The JATC’s built and funded over the years by JW wage deductions to train JW’s and JW apprentices are now being used to train the CE/CW workers that are replacing JW’s.
